i would pull the vlave cover an check the cam for possible stress fractures, rocker arm height or maybe a hollowed out cam snout, i have seen that before. basically, the end of the cam is stripped or hollowed out, an the bolt wiggles back an forth on the snout, appearing that hte cam MOVES but in reality its the cam gear
