This is the procedure:

1. Licensed state rebuilder to fix your car
2. Either bring your car to an inspection station or send out $118 for the state to send someone out to take a look at it. If it fails, its $100 each time they come out. Inspection station is like $40 a believe but you will have to leave it there for a week. It is a first come first serve basis so you will need to leave it early in the week.
