Default Is the dealership required to fix it for free?

I have a 94 Blazer that has problems with the digital gauge, and the ABS system. Both of which were causes of a recall. These problems were never addressed and fixed by the previous owner. Does the Chevy dealer still cover this?

I just got off the phone with Cheverolet and the operator said the dealership has to cover the fees. He gave me a inquiry # and his extension, so if the dealership says they don't, I have that as verification that I don't have to pay a damn thing. This is good to know. I figured other people who have similar problems in the future would like to know about this.
