the only way i can think of is using paint thinner, if dosnt work you can always wetsand and buff

not sure, there a thread about cleaning headlights on DIY section
use paint thinner to remove it but it will slightly fog up the lens so you may want to try tinting again to cover all that up.
when its done the first several coats need to be a REALLY light mist to where you are barely putting it on. this will create a base for the rest of the coats that will be sprayed closer to prevent them from running.
or you could always use film.
