the wiper speed is not controlled by a switch or relay....there is a variable resistor/ potentiometer inside that wiper controller assembly on your steering wheel....and there are two transistors...1 for the 2 speed and 1 for the "delayed" speed....it's a hassle to change if you dont know what you are doing ...so it's probably easier to get another one if not having a delay wiper really bothers you that much......
