Yeppp once a vehicle hits 25 years old it's legal to import and is emissions exempt.

The R33 is the only federally legal skyline under 25 years old, other than the very few (like under 5?) Motorex R34's that managed to illegally get papers but the feds allowed the owners to keep them.
