I don't know what it is.. go figure, the guys who i bought them from, answer but never come and replace them..BIG SURPRISE! ... The actual bulbs work, but they look like they have a cloud in them... look used.. only when i turn them on, and about 2-4k RPM, highbeams flicker on and static through my radio..... NOT THE BALLASTS... possibly another short... all of a sudden bullcrap! ahhhhhhhhhhhh
