    Okay so I went out and bought a volt meter. I checked the all four prongs on each relay on the MPI bracket. The 2 "coil" prongs read 0, the "COM" prong read 0, and the "NO" prong read 1.5volts. Now I have a ECU Pinout for a 2G eclipse turbo and it says that pin 12 and 25 are power supplies. Both of these read 1.5 Volts, as did the injector wires on the ecu. The battery itself reads almost 13 volts.

    Is that with the key in the on position? Even so I would believe you should get 12 vdc on one of the pins on each plug of each relay.
