Not the case so much anymore. S2000 lacks the aftermarket support and development the k series has. It's routine to see 270-280whp k20-k24 engines on street cars. S2000 engines you almost never see that.

It's just totally backwards thnking. I'd like to see and argument for it

That was the reason - f20c's were dirt ass cheap at the time because nobody wanted them for anything and all the s2k guys had them.
