I think they ALL have to be ready, but what kind of chassis are you getting tested?? the chassis (year of the car) determines how they test it as it could be obd1, obd0, or obd2.
My car has an obd1 system setup, but they still test it like its running obd0 due to the age of my chassis.
depends on obd obd0,1. doesnt matter u can a million codes as long as your motor is running good enough o2 sensor is working. obd2 1 code is a fail no matter the problem is.
most 96-98 can have two incomplete and 99+ can only have 1 monitor incomplete (just took a 99 w. 1 incomplete sys, it passed )

if it has more then 3 codes it will not pass i am a emissions inspector i do it all day everyday!
also it depends on if they are readyness codes all that is, is that your on board computer is not set right now, but i will tell you hondata, aem, greddy, etc if on the car it will never ever pass a georgia emissions because we inspect all cars in there stock running form, we are trying to provent what you have. and also it is against the law to tamper with any emission related idems on the car or what ever it is! but i am a big car fan to its just a job i do but i dont agree with it at all hell i got hondata s300 lol!

what didnt i catch he is right its a hole different ball park main line is a odb2 car is made to be more stricktor on the emission thats why odb2 cars have more sensors then obdo and odb1 cars.

there are different things that you can do to different cars. GM can do one way, ford another, clean piping, clean plugging, its a different method for different problems. that shit in the can....it dont work! honestly!
what i find funny is when someone fails for the gas cap! they are speechless and confused at the same time ha ha!
ive been offered all kinds of things to get a car to pass and realistically, the "tester" has no control over whether it passes or fails, its all the car. you have to input engine size, thats how some get screwed. and you have to be honest or else they come lock your ass up! and they dont play! send covert ppl through atleast once a month and can sit in the woods with a telescope if they want to just to sit and watch you preform a test! its honestly more a headache to do them than the general public realizes!
