Completely pointless.
Google would have told you that doing mods to a car will bring the value down, not up. Private buyers may pay more for Aesthetic modifications, but on the whole, putting the newer front end on the car is only going to lead anyone who has half a brain cell to think something happened. You would be better taking purp's advice, buying something a little rarer and hence raising the demand in an educated buyers eyes.
There are most likely more people ou tthere looking for a civic with a SiR front bumper at a reasonable price than a 99 ex front bumper.
End the end, do what you want, your the one that has to drive the thing, the rest of us can laugh and go on our way, but it sits in your driveway.
