Here are the symptoms, i need a diagnosis.
-B18B head, re-built with all factory components (valves, retainers, springs, rocker arms, blah blah)
-Head did not come with cams so had to buy those, again B18B OEM cams
-Without rocker arms, cam turns freely, so it is not warped or bent
-WITH Rocker arms in, cam will only rotate 1/8 of a turn, can see springs being compressed all the way which will not allow rocker arm to dip any lower to allow lobe to pass
-this is only on intake side, exhaust turns completely freely with everything in working order
