a cam cap is not torqued to anything...it just sits over the spring and valve and the cam rotates on top of it.
now if you're talking about the clearance between the cam cap and the cam when the valve is closed then thats different and they are measured in the 1/1000ths of an inch. if they were out of tolerance you would replace the shim on top of the cap with a thicker or thinner shim accordingly![]()

sorry for the condusion man, my bad...shoulda known you meant that and not the buckets. if memory serves me right its 15 ft/lbs but check me on it, dont want you to snap one accidentally
