My Mustang had this a problem. If I left the key in the ignition it would take 30min of driving time to reach full. But if I had the key out, it would shoot up to the Full mark. Now I was running 2 Ford Cobra Fuel pumps instead of the OE single pump.

Could be your fuel sensor for the gauge.
