Well if people stop buying broken ass beaten down cars, they would not need help with emissions. As for you question, buy another car, and make sure the car passes the emission test before the purchase. Thats what i always do.

You're an ass. He is obviously short on money. Some people don't have the money to buy a car that is worth much more than $3000 or don't want to owe money on something that is going to depreciate in value anyways.
