I highly doubt he will know how to retard his timing if he can even do something as simple as changing spark plugs, wires, and etc...

x2 if he is asking how to pass emissions, he probably can't retard the timing on his Civic. As per checking if the cat is okay, just unbolt it and check the inside to see if its intact. Or you could just find a testing place that will let you retake the test for free if it doesn't pass the first time you paid for it and keep fixing things until it passes.

OK then how about this, take the 3 12mm bolts loose that hold the distributor to the head, rotate it towards the radiator, and then tighten it back down.

NOx is through the roof - fromw hat I understand its caused by high cylinder temperatures.

Either the AFR is out, EGR is not functioning, or maybe fuel pressure is low/ filter dirty?
    OR the CAT is bad.

Either way - its gonna need fixing sooner or later.

It'd make sense to start with a tune-up. You can go to autozone, get the parts and do it yourself or someone can do it for you.
