Default Necessary to Drain Coolant from Block?

I'm replacing a bad radiator as well as all the hoses and thermostat.

The service manual recommends to drain the coolant not only from the radiator but from the block as well.

Is this necessary? if so based on the diagram the bolt is located on the left side of the header...looks like its behind the heat shield...

how would i route the fluid out from the hole if i have to drain the block
