yes, that is your problem then.

I ran into the exact same problem when i had my crx with a high comp. B20vtec (the one with the S2000 cluster installed). I could never get the speed sensor conversion correct (obd0 requires the mechanical type sensor), and as a result, the computer would not ground the solenoid. I tried a couple different options; mechanical convertors (two of those), and then just modifying a speed sensor. Neither of those worked and the engine never engaged VTEC. However, with a VAFC installed - ran like a scalded dog.

If you're having speedometer flickering problems, either the distributor's Ignition Output Sensor is about to give up the ghost, or you have a loose connection on your speed sensor. If the ECU thinks (even for a split second) that the car is not moving, it will disengage the solenoid. [we all know that vtec does not engage while you're sitting idle at the track reving the engine]
