a 2004 CBR600 is also known as the Honda F4i. The F4i used to be Honda's premier 600cc sportbike until 2003 when they introduced the 600RR.
There isn't much difference in engine performance (nothing that a rookie would notice, anyway), but there is a definite difference in ergonomics and styling. The RR has a more hunched over, cramped, 'aggressive' riding posture (i have heard that the RR is the least comfortable of all modern 600cc sportbikes) while the F4i has a more middle of the road position.
Is it suitable for a new rider? No, not if you don't have any previous riding experience. There are safer bikes to start on that will teach you more in 3 months than you learn in 8 months on a 600cc sportbike. The F4i generates 110 hp and 65 N•m of torque, with a 180/70 rear tire on the back.... which is only 10 hp less than the 2004 GSXR-600 (Suzuki's official position is that the GSXR bikes are meant for experienced riders).
That being said, $3000 is a very good price for a 2004 F4i. I would buy it, and borrow a smaller bike to ride for the first 3-4 months.

^^ Thanks for the info man. If the bank loans the money and I get it(not 100% sure yet), then I can practice around my area, till i get better...
