Default So my speedometer is fucced

when I turn my key it goes straight up to twenty and stays there no matter how fast or slow I am going. But sometimes it decides it wants to work properly and just shoots up unprovoked to the correct mph. then without warning it will just drop back to twenty. No what I am asking is...would this be a speed sensor problem? because some have told me it could be that my cluster is just bad? but I took that out and the needle seems to move fine and all that so I am thinking speed sensor but I wanted some other opinions before I go out and spend my money on the wrong part.

I think if it was the speed sensor you would read 0 not 20. get a speedo from and friends car and plug it up it see if it works if it does than ur cluster is bad. if not could be a bad ground or speed sensor.
