Try 35% on the sides and 35-50% on the windshield. The meters police carry can't check the windshield so it's all good, if you put a darker strip on the top then you really can't tell that it's tinted. Decreasing the light through the windshield will give the side windows the appearance of being much darker yet the sides remain legal.

Safety glass in cars will always have a 3% decrease in light, my 20% tint always measured as 17% and 35% film comes out to the Georgia law of 32%.
