It is for a EGR valve. Only EF'S from california have them in th usa, and maybe HF models. I know My HF motor had one. You don't need it since it is blocked off anyways.

honda mass produced their heads , all from the same mold , non vtec motors have that piece blocked off , vtec motors have that piece cut out for the vtec solenoid(sp)
