    Default e36 cooling issue help!!!

ok so my 93 325i the fan came apart and put a hole in the radiator. the car did not over heat and oly leaked when it was turned off. i replaced the radiator, water pump and coolant resivor.and it now has a electirc fan instead of a belt driven.
when the car is sitting there running the temp guage is dead in the center (normal after a few miles of driving) but it hits this point in less than 5 minutes. if i drive it or put it under a load the needle heads toward the hot point then i shut it off. the heater is not blowing even mildly warm air. i had the thermostat out and still not helping. the upper hose has pressure and gets hot while the lower has very little pressure or heat while its running, when i turn it off the lower hose gets hot. wtf is goin on? there is no air in the system its completly bled and the car has never ran hot since ive owned or the previous owner.could the new water pump be the problem?help!!!! oh and it does not run hot with the coolant tank cap off.
