Check it yourself. Make sure there is no shaft play, and that the turbine wheels are intact and not chipped or broken. Take the turbo apart, and look at the seals to make sure theyre not blown. You can get a rebuild kit pretty cheap and rebuild it yourself if it needs a rebuild.
