If you're only hitting 7 psi, you're probably running off the wastegate. Check your boost control solenoid to make sure it isn't all ****ulated and what not. Also, check to see that the recirculator valve isn't sticking open.
Is the car reflashed? You may be in the low boost map. To alternate maps, turn the key to the "on" position, press the gas pedal all the way down, and simultaneously press the rear-window defrost button (make sure the gas pedal is pressed all the way down and be sure to let off the gas before switching the defrost back off). You can actually do this method while the car is running. I use to do it while driving down the street occasionally if I wanted to save gas on the highway.
Do you hear a noise, which sounds similar to baseball cards in in the spokes of a bicycle, while the car is running? If so, you may have an exhaust leak on the up-pipe. I use to have a problem where the EGT sensor would back it's self out of its bung. If you feel the up-pipe (exhaust pipe that leads to the turbo from the manifold) you will feel the EGT sensor, which is located about an inch beneath the turbo. Make sure it's nice and tight or you'll be losing much of the exhaust you need to spool your turbo.
Do you hear a loud whining sound when the turbo is spooling? Check the y-pipe to make sure it's clamped nice and tight on both the turbo and the intercooler. Make sure it isn't cracked or worn.
Also, make sure the rubber connector that connects the intercooler to the throttle body is tightly clamped.
