    i dont understand why factory hid's are legal but non factory aren't.. stupid laws these days

    You have to understand that the factory hid's are design to not have a glare. The glare of hid on halogen headlights will blind the upcoming traffic, I personally hate those who installed hid kits into their halogen headlight without adjusting the aiming of the light.
    If you guys wanna compare, compare you halogen hid with factory hid.
    Reflector headlights: older IS, GS, LS, mercedes, and many others
    Projector headlights: TL, TSX, and many others.

    pretty much what everyone else is saying but a HID bulb without the projector housing(non-HID equpped vehicles) are too bright because the projector lens isnt there to focus the light and bring the brightness down.
