The technical advancements and breakthroughs in modding NA KA has been so slow, there's always talk, but Greaser's build is one of the few that's been documented so well and thoroughly. There's still some left on the table I bet.
I don't think the Greddy kit actually has the CARB exemption. If you're OBD2 and want a turbo KA it might not be too hard. Keep all your emissions equipment, mainly you'll need to keep the stock ECU (meaning you'll need to tune with a piggy back) and the EGR bung on the exhaust manifold (you can go custom mani, but I think Greddy is the only off the shelf solution). If I remember correctly the Greddy mani keeps the stock main catalytic converter (on the stock down pipe) so that won't be a problem. It has nothing to do w/ whether or not you run an intercooler, it has everything to do with the Greddy manifold having a provision for the EGR and keeping the stock main catalytic converter. It's still technically illegal, but I'd imagine in a state like Ga as long as your OBD2 read out is ok (and it should be with a good tune) you will be fine, I've never been to an emissions place in Ga where they cared more than the OBD2 read out.
The problem with the Greddy kit (and you can find alot more about it on some 240 specific forums) is that it's just appears to be hastily thrown together, many have experienced boost creep when they replaced the factory down pipe, heck there's a metal restrictor plate thing welded in the intake, how Greddy decided to put one there I don't know.
