    i'm pretty sure its 40 ft/lbs. but you can probably find it on the ARP website to double check that.... or get their number and call them....

    and you are suppose to torque them down once and then break them loose and then torque them down again, you have to do that 3 times... and they actually have a stretch gauge and specs so that you can measure the stretch on them... i personally run both of the bolts down evenly (aka don't tighten one side all the way down before the other) and then torque them down to spec.... all of this has to be done with the lube supplied, put it on the rod bolt threads... if they didn't come with any get some moly based lube... you can pick it up at any advance....
