I'm looking right at the page in the factory service manual that states the troubleshooting procedure for EFI D16Z6 code 9 (pg 11-250 in the international/UK version), and basically you either need a new distributor sub-assembly (basically everything that isn't the coil) or a new ECU. Find a known good distributor, clear the code, and try again. If that doesn't work, keep the known good distributor and find a known good ECU (virgin P28 is best), and try again. If that works, put your old distributor back in and see if the code comes back. If it doesn't work, you have an issue with your wiring harness, like a cut or short somewhere between the distibutor and the ECU. The ECU pinouts are B11 and B12, and they should have between 350 and 700 ohms resistance inside the ECU. Also check to see if B15, B13, and B11 have continuity to ground using a test harness.
