What do you mean it has water in it? Hydrolock? If in that case the rod might be bended already. Hone and bore should be under $100 most shop. Decking is around $75, resurface head is around $60, file fit rings ~$50. I know from my eperience fully assemble bottom end and all clearance check would cost you ~$300 on labor alone.
