Have you tried just pushing it down? Might not be a good idea, but it usually works.

unscrew the base and take it out. does it make any weird noises when u turn the radio on and off?
i just shoved that bit** down in there, now its like 1ft tall instead of 3ft looks much better but doesnt move at all, o'well i am getting an s2k antenna soon.
