Yeah for a second there when I first poured the oil it sounded like it wanted to, but after that it started spining freely like it did more before. It doesnt even sound like it wants to start, it just spins.

Yeah it does look like the person did do head work to it, there is "shop" lube all around the cam, and valves, i mean I am very sure that the motor was never started after the rebuild.
