For the "best paint job" like you said you drill out the seam welds and replace the panels & reweld...whether it's a door skin or rear quarter. Then simply replace the front fenders.
If that can't be done then you fill the entire car with a thin layer sanding it back down to find all the low spots...normally done a couple times. The time spend to do that cost as much or more than replacing everything as above.
