I was trying to find the problem with my speedometer and I found this thing unplugged. Where would and what would thin plug into?

(919): so I was just driving high and I stopped to let a pinecone cross the road because I thought it was a hedgehog.
well then plug it in....remove the shroud around your steering rack , see if anything is unplugged
I looked everywhere and couldnt find anything at all. Im pretty sure that came from the speedometer though.
