If I switch my obd 2 for an obd1 for my 01 teg will it still pass emissions.

only when you switch it back temporarily to obd2. it's a fairly quick swap depending on your setup. to pass obd2 they have to be able to scan the ecu through the dataport and it be in readiness mode and have no cel stored.

your only other way wouldn't nec be legal.
