Since i am currently doing this myself. Here's what i did.

Obtain address of a place outside metro-atlanta. By chance, my parents had just moved to Jackson Co. You can also use like a mailboxes etc. because they have a street address and not a P.O. box number. Then you take the address to the DMVS (where you get your license, any location). Tell them you have an address change, they will change your license address. Take that new license to the county in which your address is and register your car there. You also need to insure your car to the same address, i did just to be safe and so it would look a little less suspicious if i needed to show my ins. card and license.
