    Default Torsion Bar help

I need help on how to fix my left torsion bar I noticed the truck was saggin to the left really bad and the inner fender well was rubbin the tire bad. So I jacked up the truck on that side and I saw that the torsion bar was being held up by a zippy tie and there were no bolts holding it up. I tried turning the torsion bar so I could push it back but it wont twist enough so I can loosen it up to push it back. The torsion bar is not flush with the chassis its just hanging but I did buy some bolts but I can get it against the chassis to bolt up. I need some help I am no experience with torsion bar suspension. If someone can help me fix it I will give them a 100 dollars or trade you a Cingular LG CU500 with accessories for help.
