Listen, I dunno the guy... So I don't want to make any assumptions, all I know about the guy is what I heard him say. Maybe he was just messing around, maybe he was drunk/on Meth, maybe he's just that way naturally. All I know is his car is the bestest, fastest thing in the history of fast things and 600+ on pump gas isn't enough to even hang with him because he's the fastest ever, with a small exception for the speed of light, but the only reason the speed of light won is because it jumped Rich Christensen's arm drop. Wasn't a fair race. You need a turbo for your turbo and a 300 shot, ram air, posi-traction, a set of drag slicks signed by John Force, and a flux capacitor and you may be able to hang even with him as long as you have the reaction time of Obi-Wan Kenobi.
Sounds like you ran into Raven and he was talking his Friday/Saturday night smack talk. He lives to mess around with people on the weekends. His car isn't even tuned right this minute, even a 100hp Civic would beat it right now.

I wasn't there this past weekend, but he likes to mess with people who don't know him at the car meets.
On the other hand, he's also a little cocky.
He knew his car couldn't beat a base Civic this past weekend though, so you can make your own conclusions.
