'Cause in the comics that's not how 2Face died, and we assume he was dead based on the fall, but Batman lived through it, and we saw a memorial for him, but not a funeral.

Actually, I disagree. I think it's all a cover-up. Harvey Dent was the people's hero. The ray of hope in a city that needed it while Batman played clean-up in the background. I believe that they're feigning his death to keep his positive influence on the people. The people will see him die the hero to still give them hope, but he will continue to live on in the shadows as Two-Face.
Just my thoughts.
