If it's really bad just get some Etch Cream from a hobby store. It's a really really mild form of hydrofluoric acid. It will take scratches and spots right off glass then you'll have to polish afterwards.

It's the same stuff that is used to etch the VIN in the corner of the windows. It will take every thing right off so the glass will have to be polished just like you would a headlight. 1000-1500 wet sand, polish, then wax.
