Well if your looking for something competitive, neon is not where your going to want to go. Pick a car that is dominate in its class at nationals. First thing is what are you looking to spend? This will determine what class and car your going to want to get.
I think a Neon can be a pretty decent autocross car. I know of one Neon up here that is well set up and well driven that is very competitive. Now, one isn't likely to be competitive nationally in a first gen Neon, but that doesn't preclude the car from being both competitive and fun regionally.
Something to think about MatthewAPM...there are lots of people who want to get into autocross, or track events, just to have fun. I'm not saying that winning an event isn't fun, but it isn't the end all and be all. Also, the OP has mentioned wanting to find a stock car to run in a stock class initially.
The suggestions that have been made most thus far, Miata, EF Civic, and first gen Neon, are pretty decent. Early Miatas *can* be found fairly cheap, parts are widely available and the cars are a blast to drive. Same goes for an EF Civic. And, for someone already familiar with Neons a first gen Neon is pretty cheap to buy, mod and maintain.
With the neon you could do three wheel turns!

RWD is 100x more fun IMO. Understeering when you floor it out of a turn must be the gayest feeling that exists in driving overall. I started autocrossing with a 1.8t Jetta so I know. For cheap you could go with a 1st gen miata in STS, a 2nd gen miata in C Stock like me, or a 2nd gen NA MR2 in E Stock.
If you want to stick to FWD you can go with a CRX in STS (probably won't keep up with all the miatas there though) or a EF civic hatch in ST (these dominate).
Remember that for the ST classes you will be allowed to have more mods but will run street tires. Stock class will not necessarily be cheaper, you will have less mods but will have to run slick tires if you want to be competitive, also requiring you to bring an extra set of wheels to every event which might be a hassle.
Even a RWD car can understeer if you floor it out of a turn. My EG was setup well enough I could floor it on exit far earlier then in my Miata.
I'd do a Honda, Miata or an E30. All fun cars, just depends what you want.
