First off, you're joking. Second. You need to finish it. Third, the evo bumper doesn't even fit the Neon. However, if you're going with that, you might as well get the rallystyle projector headlights. They are the SUCK for lighting, but a showcar shouldn't be driven anyway.
Next, you need to fill that front gap. I shoved in a FMIC attatched to a Hahn Racecraft stage 2 kit in mine. But that's just my preference.
Lower it. You CLEARLY have wheel gap.
Also, you could use a CF hood. And, why not throw a CF trunk on there too. The one w/o the 3rd brake light is less common and it gives you a reason to mod a 3rd brake light.
Actually, you could just throw on an entire new kit. I'd go with Aerogear's widebody kit and get it molded. I'd never do such a thing, but I don't drive a Neon...so...
