    in that there are only 3 people in the area i know of with them (done right, not riced), i'd consider it not common.

    I'd still consider the neon platform commonly modded. The ACr was really popular in american SCCA racing classes, and were modified for autocross and road track use a lot( even club racing) so even though they're not modified on the street, they're still a commonly modified car, especially with the whole ACR and mopar after market support.
