Those look like Port-a-walls. I had them on my Rat Rod, bout to use em on my Beetle and the Truck. They go under the rim and bond to the tire. Big in the 50's.

edit: They look painted on, I could be wrong but I see no white going behind the lip.

I have a feeling they are painted on from the looks of everything else done to the car, haha
