Summertime would actually be a better time to not cowl the hood as raising it up does not allow hot air to be evacuated from the engine bay as it was designed to be done (underneath the car). The windshield cowl (where your wipers are at) is a high pressure area - by raising the hood, you create a vortex here when at speed, which acts as a wall - keeping higher temps under the hood.

Who cares when the car is moving, that's what the radiator is for. It's when the car is sitting in traffic running on a hot day. Heat rises. More heat will escape if the hood is raised.

If you're doing it for looks then go ahead and drive the car off the end of the runway and into a tree.
