If I had a Civic, I would do the following.
Engine
-B16 Swap
-Catback Exhaust
-Cheap header
-Drill a few holes in the stock airbox, with the holes facing away from the engine.

Suspension/Brakes
-Coilovers
-Rear Sway Bar
-Front Strut Bar
-Performance Brake pads
-Slotted rotors
-If it has rear drums, convert it to rotor

Interior
-94+ Integra Leather seats
-New shift boot
-Decent ball shaped shift knob
-Decent stereo setup

Exterior
-Decent front lip
-Sylvania Headlight bulbs
-clean good paint
-Rota Slipstreams
-Good tires
