If you don't mind paying an attorney, then look through the yellow pages for one that practices consumer law. I'm willing to bet you won't find too many b/c there isn't a lot of money to be made in that area. Even if an attorney takes your case, you won't get all of your money back.
Everyone claims they will do whatever it takes to teach a shady business a lesson, but very few people follow through with it. You need to try and resolve this issue before you decide to file a claim in court. Georgia does not have a small claims court. The Magistrate Court fulfills that duty. The civil claims cap is $15,000.
I will suggest a few simple things you can do to get the ball rolling.
1. Do some reading at

2. Go
here and look for the "sample complaint letter" to the left. Amend that letter to suit your situation. Make sure that you cc: the OCA. It's at the bottom of the letter. Send it to the shop Certified Mail Return Receipt Requested. The post office will know what to do. Keep the return receipt for your records. It will show who signed for the letter.
3. At the same page as above, go to "general complaint process" and get a complaint form. File it with the The Governor’s Office of Consumer Affairs (OCA) after you have received confirmation that the shop signed for your letter. Also, before you file the complaint make sure the shop is not willing to work with you. Anyhoo, file the complaint with the OCA and provide a copy of the letter you sent to the shop. Keep a copy of the complaint. You can mail the complaint CMRRR. It's just nice to have documentation.
4. File a complaint with the local BBB even though you know it won't do any good. Document that complaint. Also, you can search their db for other complaints filed against the shop within the 36 month period.
5. Some counties have online dbs that allow people to search for all cases filed in their jurisdiction. Find the offical website for your county.
6. Now it's just a waiting game. If the shop still refuses comply with your request, then you should file a claim.

here . It explains the filing process. The rules apply for the entire state.
Like I said before, most people don't have the intestinal fortitude to go all the way. If you threaten to sue...follow through with it.
