Insurance Auctions

Ok me and buddy of mine have been looking into going to insurnace auctions and police repo'd auctions fro a while now. We were wondering if anyone could guide us in the right direction. This is what we know so far.

We are going to need a business licence I know where to get it and its not expensive. Next we need to get a used auto dealers licence, its like $170 + finger prints and all the fun stuff. Is this all you need? As long as we get the established place of business and everything set up and get the dealers licence could we just start to go to the auctions? I know about all the tax ID numbers and all the bonded and the fun llegal stuf, thats just a few little speedbumps in the right direction. Can anyone help us out, also if theres an easire way throw it out, we just maily want to purchase salvaged titled cars and cars that have been on dealerships lots for too long and just turn them over for profits. Anyone know anyone in the business that could help us? THANKS
