He's absolutely right. This cop is simply looking for you...they do it this way to try and intimidate you, family or friends into saying something you shouldn't without any kind of legal advice or representation. Don't do anything by phone. If you do communicate at all it should be via a lawyer either in writing or by the lawyer appearing on your behalf to ask what they want. This way they're putting things in writing or speaking to legal counsel and can't twist, reneg or use things against you later. Frankly, a summons could be a lot of things but if it was really serious they would issue an arrest warrent and would would not be "giving you time" to respond.

Sounds like he's hoping you don't know any better and will be scared into seeking him out.
