Default got a boost problem i think

ok so i got a 93 240sx with a ca18det thats is COMPLETELY stock other than a blitz bov and a centerforce clutch, and well basically it feels like its not even barely boosting at all. i dont think i have a boost leak, i checked today but im gonna recheck it tomorrow, could it be in my side mount intercooler? my uncle said it could possibly be due to not having exhaust (just have the down pipe right now) dont know if thats true but he said it is a possibility. now the other thing is the line coming off the waste gate is capped off (not the line going to the turbo) can someone tell me where this is supposed to go?

any help would be GREATLY appreciated

Good choice. I can't imagine that not having exhaust is that big of a problem. R3RUN went around in his MazdaSpeed without exhaust and he only lost about a psi.

the waste gate line needs to go somewhere on your intake manifold or if u have a port on your intercooler piping
if the waste gate doesnt have a vac line to it, it aint going to build boost
